The 30-day read

Carolinas & Virginia · federal construction

$194.0M in federal construction dollars landed across the Carolinas and Virginia in the last 30 days, across 90 awards.

Here’s the number worth sitting with:

Federal-aid: $122.1M across 31 awards.

Federal direct: $66.5M across 57 awards.

More federal direct contracts than federal-aid contracts. Twelve different agencies buying construction — Forest Service, Veterans Affairs, FBI, EPA, Coast Guard, Park Service, CDC, Bureau of Prisons, FEMA, Public Buildings Service, Federal Highway Administration, and the Federal Law Enforcement Training Center.

Every one of those contracts triggers Davis-Bacon at $2,000. Same wage determinations. Same WH-347. Same audit exposure.

Most contractors in this region watch the state DOT letting calendar and stop there. That’s one door. This issue covers both — and for the first time, we’re listing what’s open on the federal direct side right now.

Virginia — VDOT July 22 Letting

13 projects, $39.3M, heavily plant mix and paving. Adams Construction, Superior Paving, Allan Myers, Arthur Construction, and Bizzack all took schedules across Northern Virginia, Fredericksburg, Richmond, Salem, Staunton, Culpeper, and Hampton Roads.

VDOT also confirmed its June 24 awards on the Commonwealth Transportation Board ballot — including $42.2M to W. C. English for bridge and interchange improvements in Lynchburg, and $18.34M to A & J Development and Excavation for SMART SCALE road widening in Rockingham County.

What subs are needed this month

Organized by trade so you can find your work fast

🌉 Bridge, structures, piling, deck

The strongest single trade signal this month. SCDOT’s August letting was bridge-heavy — six separate bridge replacements across Lancaster, Dorchester, Orangeburg, York, and Spartanburg. United Infrastructure Group took three apparent lows.

Add the Forest Service’s GAOA Cooter Creek Rd bridge replacement in Oconee County SC (bids due August 19), and NC structural scope inside the Polk and Rockingham awards.

What to do

SC bridge subs — six primes are about to mobilize simultaneously. Sub lists confirm within 30–60 days of award.

🛣 Paving, resurfacing, milling, striping, traffic control

VDOT’s July letting was almost entirely plant mix — eight awards over $3M each across seven districts. SCDOT added county transportation committee resurfacing in Clarendon, Marlboro, Laurens, and Spartanburg. The FBI awarded $5.48M for repaving in Virginia.

What to do

Virginia striping, MOT, and traffic control subs — eight paving primes mobilizing across seven districts at once means MOT demand commonwealth-wide this quarter.

🏠 Roofing

Two federal roofing awards inside ten days, both in the Triangle: $3.38M Achuti LLC for EPA Research Triangle Park and $3.26M Impyrian Power Systems for NIH across three buildings. Plus Koala Roofing’s Coast Guard housing work at Wallops Island.

What to do

Federal roofing work is steady, unglamorous, and consistently under-bid because most commercial roofers never register in SAM.gov. If you roof and you’re not registered, that’s the highest-ROI afternoon of paperwork available to you.

⚡ Mechanical, HVAC, electrical, controls

Veterans Affairs remains the most consistent federal direct buyer in this region — 10 awards, $12.1M. And the EHRM program is accelerating: Hurley JV 2 just won the Hampton VA infrastructure upgrade, with Charleston data center upgrades and Asheville infrastructure upgrades both open for bid right now.

Also open: VA’s Building 42 air handling unit replacement in Salisbury NC — seven AHUs, bids due September 2.

What to do

VA medical facility work has led federal direct in this region three months running. If you do healthcare mechanical, electrical, or controls, get on VA facility contracting’s vendor list now.

🏗 Excavation, grading, site development, culverts

The largest award this month was site development — McKenzie Construction’s $34.0M Forest Service task order in Virginia. Task orders release work in phases, so sub packages come out over time.

And the Forest Service has four open opportunities in western NC right now — Pisgah South culvert rehab, Pisgah North ditch culvert replacements and road reconditioning, North Mills River campground, all due September 4.

What to do

These Forest Service packages are small enough for a regional sub to prime. Active SAM.gov registration is the gate.

🌊 Marine, waterfront, coastal

Two USACE Norfolk District projects are open: Sandbridge Beach renourishment (response due August 20) and Norfolk CSRM Phase 1A Water Street floodwall (sources sought, August 24). Brasfield & Gorrie’s $230M USCG Base Charleston design-build continues releasing sub packages.

State DOT

✦ Tuesday, August 18 — NCDOT Central Letting. 9 projects, $127.3M. Largest: $56.8M Watauga County (Bamboo Road / Wilson Ridge), $23.8M Rutherford County (US 221 Alternate), $13.3M Catawba County (I-40 at Lenoir Rhyne Blvd). Proposals at connect.ncdot.gov/letting.

✦ Wednesday, August 26 — VDOT Central Letting. 11 projects, $69.2M. Calendar at virginiadot.org/business/letting.asp.

September carries 131 projects across the three states — VDOT 32 worth $220.3M, NCDOT 8 worth $103.9M, and 85 SCDOT projects. October brings another 85, including $234.2M in NCDOT work.

Note: SCDOT’s tentative letting documents don’t publish engineer’s estimates, so SC project counts are real but dollar figures aren’t available until bid day. South Carolina is busier than the dollar columns suggest.

Pipeline watch

Helene permanent work · North Carolina

$890 million in Davis-Bacon-triggering work.

FEMA has now obligated $2.40 billion in public assistance across North Carolina for Hurricane Helene, spread over 348 applicants.

Roughly $890 million of that sits in permanent work categories — roads and bridges, water control facilities, buildings and equipment, utilities, parks and recreation. Those are the categories that trigger Davis-Bacon.

Here’s what makes this pipeline different from a state DOT letting.

FEMA money flows to local governments as subrecipients — counties, towns, water districts, school systems. Those entities procure the construction. Many have never administered a Davis-Bacon project in their history. They’ll be writing the contracts, reviewing certified payrolls, and holding the compliance obligation.

That obligation flows straight down to you.

What to do

Don’t wait for an RFP to appear on a portal. Call the county or municipal engineering office directly. Ask three questions: when does construction procurement open, who is the engineer of record, and are you accepting contractor information for the bidders list. Fifteen minutes. Most contractors never make the call.

The practitioner note

How to tell whether Davis-Bacon applies before you bid

This month’s NCDOT letting made the case better than I could.

Five proposals let on July 21. Two of them were bridge preservation. One was federal-aid. One was state funded. Nothing in the letting list, the county, the scope description, or the dollar value distinguished them.

Get this wrong in one direction and you’ve priced compliance you don’t owe, and lost the bid. Get it wrong in the other and you’ve committed to certified payroll, wage determinations, and worker interviews you never budgeted.

Here’s how to know, for each of the three funding types:

Federal-aid — state DOT administering federal highway money. Look for a federal project number in the proposal: formats like STP-5115(209), NHPP-5118(346), or BRDG-030-900. STP is Surface Transportation Program. NHPP is National Highway Performance Program. If a federal project number is attached, Davis-Bacon applies and a wage determination will be in the proposal documents. For NCDOT, the Item C award letter states funding source explicitly. If there’s no federal project number and the proposal says STATE FUNDED, Davis-Bacon doesn’t apply — though state prevailing wage law may.

Federal direct — contracting with the agency itself. Every federal construction contract over $2,000 is covered. No exceptions for size, agency, or scope. The wage determination is in the solicitation on SAM.gov. Your certified payrolls go to the contracting officer, not a state DOT.

Federally assisted — grant money through a non-federal entity. This is the one that catches people. FEMA public assistance, EPA State Revolving Fund, CDBG, FTA transit grants, FAA airport improvement money. The check comes from a county or a town, so it feels local — but the underlying federal funding carries Davis-Bacon with it. Ask the awarding entity directly, in writing, whether the project is federally funded and whether a wage determination applies. Get the answer before you submit a number.

What to do

On the next opportunity you look at, find the funding source before you find the quantities. Two minutes, and it determines your entire administrative cost structure.

This month’s 5 moves

If you do nothing else with this issue, do these

1
Register in SAM.gov if you haven’t. Fifty-seven federal direct construction awards landed in this region in thirty days, and sixteen more opportunities are open right now. Every one requires active SAM.gov registration to bid. Without it, you’re invisible to that entire market.
2
If you’re SDVOSB or HUBZone certified, look at two specific opportunities. The VA’s Charleston SPS renovation is a 100% SDVOSB set-aside, bids due August 17. The JB Charleston Multiple Award Construction Contract is a HUBZone and SDVOSB competitive set-aside, due September 21. Set-asides mean a materially smaller bidder pool.
3
Western NC — four Forest Service packages are open, all due September 4. Pisgah culverts, road reconditioning, campground work. Small enough for a regional sub to prime.
4
Call one local government about Helene permanent work. County engineering office, town manager, water district. Ask when construction procurement opens. Fifteen-minute call.
5
Reply and tell me what trade you’re in. I’m building this section around what my subscribers actually do. One word is enough: “roofing,” “paving,” “concrete,” “mechanical,” “bridge,” “excavation.” If I know your trade, I’ll flag the primes and agencies on your radar in future issues.

Until next month

The Federal Construction Intel Brief publishes the first Thursday of every month. It exists to help contractors in the Carolinas and Virginia turn federal construction intelligence into action.

If this was useful, forward it to one person who’d benefit.

If you have a project, a question, or a pipeline tip you want investigated for next month — reply directly. I read every one.
